After she realizes the rookies aren t going to stop digging crooked cop Detective Harris Jennifer White arranges a clandestine meeting with crime boss Gibbs Scott Nails to warn him but he s not worried about the extra heat kidnapping a cop is going to bring down. Gibbs tells Harris to keep the police s attention focused elsewhere while he gets that last big payout for the two of them to disappear.
